Repeals the requirement that K-12 teachers pass a basic skills examination in reading, writing, and mathematics to obtain an initial teaching license.

Removes mandates for colleges and universities to provide remedial assistance to teacher candidates who fail the skills examination.

Eliminates the Board of Teaching's obligation to report annually to the legislature on teacher candidates' performance on the basic skills exam.

Maintains requirements for teacher candidates to pass examinations in general pedagogical knowledge, licensure-specific teaching skills, and content-area assessments.

Effective the day following final enactment and applies to any teacher candidate who has not yet passed the basic skills exam.
