Creates a responsible family life and sexuality education program for grades 6-12 that emphasizes abstinence-first approach while including education about contraception and disease prevention.

Requires education to be age-appropriate and medically accurate, based on research and standards from organizations including the Centers for Disease Control and Prevention, American Academy of Pediatrics, and American College of Obstetricians and Gynecologists.

Allows parents or guardians to excuse their children from all or part of the program and requires school districts to provide alternative instruction without academic penalties.

Mandates school districts provide parents with notice about the program, materials used, whether instruction comes from school personnel or outside consultants, and procedures for opting out.

Directs the Department of Education and Department of Health to offer training and technical assistance to school districts and seek available federal funds to implement the program.

Repeals Minnesota Statutes 2012, section 121A.23.
