Bill Summary: SF458 - Omnibus Gun Bill

• Expands firearm eligibility restrictions to include persons confined or committed for mental illness, chemical dependency, or developmental disability without requiring prior judicial determination.

• Requires pistol and semiautomatic military-style assault weapon transfers through federally licensed firearms dealers when neither party is a licensed dealer, with 7 business day waiting period and up to $25 fee.

• Allows transferee permits to be issued for $25 fee (previously free) and extends permit validity to 12 months preceding transfer date for purposes of exempting certain transfers from background check requirements.

• Modifies criminal penalties to establish felony charges for transferring firearms to prohibited persons (including minors) and for knowing transfers to individuals banned from possessing firearms who use the weapon in felonies within one year.

• Repeals prior law exempting antique firearm transfers and criminal statute 609.66, subdivision 1f.
