Eliminates the ability of violent felons convicted of crimes of violence to petition courts to restore their firearm possession rights under Minnesota Statutes section 609.165, subdivision 1d.

Removes references to the repealed restoration provision from multiple statutes governing firearm restrictions for violent felons, crimes of violence adjudications in juvenile court, expunged convictions, and firearm possession penalties.

Maintains lifetime firearm possession bans for violent felons except in cases where they receive relief of disability under federal law (United States Code, title 18, section 925).

Repeals Minnesota Statutes 2012, section 609.165, subdivision 1d entirely.

All provisions are effective the day following final enactment.
