Allows underlying fee owners to petition district court for discharge of an easement or portion of an easement acquired by condemnation when not being used for its intended purpose.

Discharge orders must be issued upon terms deemed just and equitable, with notice required to all interested parties.

Exempts easements or portions of easements acquired by public service corporations for construction or expansion of high-voltage transmission lines of 100 kilovolts or more with ancillary substations.

Exempts easements or portions of easements acquired by public service corporations for construction or expansion of natural gas, petroleum, or petroleum products pipelines with ancillary compressor or pumping stations.

Defines "pipeline" to exclude natural gas distribution lines serving end users.
