Expands eligible person definition to include individuals fearing for safety of household members or persons on whose behalf application is made, and requires residency in Minnesota.

Requires program participants to provide full legal name, physical residential address, and alternate mail address if mail cannot be delivered to home address.

Removes requirement for two days' prior notice before cancellation and allows Secretary of State to cancel certification if participant's legal name or contact information changes, or if participant is no longer eligible.

Prohibits persons notified in writing that an individual is a program participant from knowingly disclosing the participant's name, home address, work address, or school address unless the recipient also lives, works, or attends school at that address.

Designates program participant names as private data with municipal utilities and prohibits utilities from releasing names at addresses protected under the Safe at Home program.
