Amends Minnesota Statutes section 13D.01, subdivision 2 to add an exception to open meeting law for certain social media communications by public body members.

Social media participation is exempt from open meeting law requirements if forums are open to public participation and first identified by the public body at a public meeting with a publicly posted list.

Exempt social media communications must be limited to discussion only, with no decisions or votes made, and cannot be the sole or primary means of deliberation by the public body.

Social media participation cannot replace any required public meeting or hearing.

Defines "social media" as web-based and mobile communication technologies including social networking websites and microblogging platforms used to share information and content in online communities.
