Authorizes the Perpich Center for Arts Education board to establish and operate an interdistrict voluntary integration magnet program, specifically the Crosswinds school in Woodbury.

Allows the Crosswinds school to accept students through open enrollment under section 124D.03 and permits the board to transport enrolled students across district lines.

Establishes funding formula for Crosswinds school general education revenue based on state average plus referendum equalization aid minus a formula allowance reduction, with extended time pupil units funded at $4,794.

Requires Crosswinds school to receive special education aid according to school district formulas and makes it eligible for achievement and integration aid and federal funding.

Permits transfer of Crosswinds school facilities from Joint Powers District No. 6067 to the Perpich Center for Arts Education, with students enrolled during 2013-2014 allowed to continue enrollment in subsequent years.
