Amends the statute of limitations for civil actions based on sexual abuse by establishing a six-year limitation period from when the plaintiff knew or should have known of the injury for alleged abuse of individuals 18 years or older.

Eliminates any statute of limitations for civil actions involving alleged sexual abuse of individuals under the age of 18, allowing such actions to be commenced at any time.

Expands the definition of "sexual abuse" to include conduct described in Minnesota Statutes sections 609.342 to 609.3451 and defines "person" to include corporations, partnerships, and other entities in addition to natural persons.

Removes the provision that knowledge of a parent or guardian cannot be imputed to a minor, while retaining provisions allowing plaintiffs to recover without identifying which specific act in a continuous series of abuse caused the injury.

Applies retroactively to all actions pending on or commenced on or after the day following final enactment and may be cited as the "Child Victims Act."
