SF541 - Omnibus Liquor Bill

• Municipalities, including cities with municipal liquor stores, may issue brewer taproom licenses for on-sale of malt liquor produced by brewers at brewery locations, with one taproom license per brewer limited to brewers producing no more than 250,000 barrels annually.

• Establishes a new small brewer license allowing brewers to conduct off-sale of malt liquor in 64-ounce growlers or 750 milliliter bottles, limited to 500 barrels annually and restricted to brewers producing no more than 20,000 barrels of their own brands annually.

• Creates a malt liquor educator license (in addition to existing wine educator license) allowing certified educators to serve malt liquor for educational purposes at registered events under similar conditions to wine educators, effective July 1, 2013.

• Expands alcoholic beverage tasting provisions to include malt liquor in addition to wine for nonprofit organizations holding temporary on-sale licenses, effective July 1, 2013.

• Provides specific license authorizations for particular entities: St. Paul Saints Baseball Club at Lowertown Regional Ballpark, Valley Fair in Shakopee, Wheeler Field in Duluth, and Carlton County restaurant, plus intoxicating malt liquor sales permissions for St. Paul and Minneapolis wine license holders.
