Allows nonnative English language speakers who teach in other languages or provide world language instruction to delay passing the skills examination in reading, writing, and mathematics for up to 36 months after becoming otherwise eligible for an initial teaching license, and permits them to hold a temporary teaching license during that time.

Requires the Board of Teaching to establish an appeals process for nonnative English language speaker candidates who fail the skills examination, allowing them to demonstrate competence through an alternative, equally rigorous method.

Permits the Board of Teaching to issue up to three one-year temporary teaching licenses to nonnative English language speakers and to out-of-state applicants who have not yet passed the required skills examination, with out-of-state applicants required to pass the exam during the temporary license period to be eligible for a continuing license.

Requires the Board of Teaching to include in its annual legislative report the number of nonnative English language speakers taking the skills examination.

Updates the reciprocity provisions for out-of-state licensed teachers to align with the new temporary license provisions for nonnative English language speakers.
