Regulates ticket sales practices for events in venues with capacity exceeding 5,000 persons that charge admission and are open to the general public.

Requires ticket issuers to provide advance public notice including event details, total tickets available, public sale ticket count, established prices, on-sale date and time, and all sales outlets.

Mandates public sale tickets be marked with total public sale tickets in that class, sequential ticket number, price paid including all fees, and on-sale date and time.

Requires ticket sellers and resale marketplaces to maintain toll-free complaint lines, implement refund policies for canceled events, counterfeit tickets, delivery failures, and non-conforming tickets, and provide independent third-party dispute resolution.

Prohibits ticket issuers from knowingly making material false or misleading statements in public notices; effective January 1, 2014.
