Enacts the Agreement Among the States to Elect the President by National Popular Vote into Minnesota law, allowing Minnesota to join other states in this interstate compact.

Requires each member state to conduct a statewide popular election for president and vice president and have chief election officials determine the national popular vote total across all member states.

Directs member states to appoint presidential electors to the slate of the national popular vote winner rather than the state's own popular vote winner, with the agreement taking effect once states with a majority of electoral votes (270+) have enacted it.

Allows any member state to withdraw from the agreement, except withdrawals within six months of the end of a presidential term do not take effect until after the next president or vice president is qualified to serve.

Agreement terminates if the Electoral College is abolished and includes provisions treating official state vote certifications as conclusive and requiring chief executives to notify other states of enactment and withdrawal.
