Allows Jackson County to make the auditor-treasurer office appointive instead of elective upon county board resolution approval (80% vote required).

Allows Lake, Clay, Kandiyohi, and Lyon Counties to make both the auditor-treasurer and recorder offices appointive instead of elective upon county board resolution approval (80% vote required).

Requires county boards to publish proposed resolutions for two consecutive weeks and hold a public comment hearing before adopting any resolution to make offices appointive.

Permits voters to petition for a referendum within 60 days of resolution adoption (requiring 10% of registered voters' signatures); if sufficient, a majority vote in favor implements the change.

Allows offices to revert to elected status after at least 3 years as appointed positions, requiring 60% county board approval and a public hearing process.
