Transfers firearm rights restoration authority from district courts (under former section 609.165, subdivision 1d) to the Board of Pardons through a new petition process in section 638.02, subdivision 2a.

Permits persons prohibited from possessing firearms due to violent felony convictions or juvenile delinquency adjudications to petition the Board of Pardons for restoration if they meet filing and time requirements and demonstrate good character and good cause.

Requires the Board of Pardons to file restoration orders with the district court of the conviction county and the Bureau of Criminal Apprehension upon approval.

Repeals the previous judicial process for firearm rights restoration and dismisses all pending petitions filed under the old law, with filing fees refunded to petitioners.

Makes all changes effective the day following final enactment, with the Board of Pardons maintaining unanimous vote requirements for all firearm rights restorations.
