Eliminates "first class mail" requirement for notifying providers of appeal determinations and changes notification method to unspecified alternative.

Modifies special transportation provisions to require recipients be taken to nearest health care provider using most direct route, with mileage limits of 30 miles for primary care or 60 miles for specialty care unless recipient obtains local agency authorization.

Delays implementation of single administrative structure for nonemergency medical transportation from July 1, 2013, to July 1, 2014, and shifts assessment process development from commissioner consultation to adherence to Nonemergency Medical Transportation Advisory Committee recommendations.

Expands prior authorization system to include criteria and standards for selecting providers requiring prior authorization, and prohibits use of provider selection criteria from impeding access to services for individuals with disabilities or special functional needs.
