Allows school districts to begin the school year before Labor Day if the district canceled at least two instructional days in the previous school year due to flood, tornado, or fire.

Adds a new exception to Minnesota's requirement that school districts not start before Labor Day, joining existing exceptions for construction projects of $400,000 or more, cooperative agreements, and agreements with adjoining state districts.

Amends Minnesota Statutes 2012, section 120A.40 regarding school calendar requirements.

Effective the day following final enactment.
