Clarifies that conditional release terms for certain offenders begin upon release from prison rather than upon completion of their sentence.

Applies to level III offenders violating conditional release (10-year term), assault/bodily fluid attacks at secure treatment facilities (5-year term), and sex offenders convicted under sections 609.342-609.345 and 609.3453 (10-year or lifetime terms).

Removes language allowing conditional release terms to be reduced by time served on supervised release for certain offenses.

All amendments are effective August 1, 2013, and apply only to crimes committed on or after that date.
