SF671 - Omnibus Public Safety Finance Bill

• Appropriates $2.093 billion over the 2014-2015 biennium for courts, corrections, public safety, and related agencies including Supreme Court, Court of Appeals, district courts, and Department of Corrections.

• Requires background studies for guardians and conservators every two years (changed from five years) and includes checks of professional licenses and civil/criminal history through multiple state and federal databases.

• Establishes conditional release authority for nonviolent controlled substance offenders who complete chemical dependency treatment programs after serving at least 36 months or one-half of sentence, whichever is less.

• Creates court technology fund through $2 filing fee collection to support technology improvements for courts and justice system partners, with sunset on June 30, 2018.

• Implements data integration improvements requiring electronic entry of fingerprints, criminal history records, and court dispositions into Bureau of Criminal Apprehension databases within 24 hours to 3 business days, and mandates transmission of firearm disqualification information to National Instant Criminal Background Check System.
