Allows school districts and charter schools to apply to the Board of Teaching for approval to use nonlicensed community experts sponsored by commercial agriculture companies or corporations to teach agricultural education classes and serve as FFA or 4-H advisors.

Permits companies or corporations to provide multiple sponsored professionals to fulfill agricultural education course requirements without compensation to the school district, corporation, or individual experts.

Restricts sponsored nonlicensed community experts to teaching only agricultural education classes or serving as FFA and 4-H advisors within the sponsoring school district or charter school.

Requires the Board of Teaching to consider four factors when approving applications: the expert's qualifications, amount of teaching time, extent of other nonlicensed expert utilization by the district, and nature of the proposed teaching responsibilities.
