Prohibits permit-free carry eligibility for officers who separated due to mental illness or chemical dependency.

Mandates law enforcement agencies issue a photographic identification to qualifying retired officers, with agencies able to charge a processing fee up to actual and reasonable direct costs.

Maintains existing exemption allowing state adult correctional facility officers to carry pistols without a permit while on guard duty or engaged in assigned duties.
