• Reduces background study recertification interval for guardians and conservators from every five years to every two years, with studies required before initial appointment unless completed within the previous two years

• Increases background study fees to $22 for individuals who have not lived outside Minnesota for the past ten years, and $37 for those who have resided outside Minnesota during the ten years preceding the study

• Expands background study requirements to include state licensing agency data for professional licenses related to fiduciary responsibilities, with new procedures requiring courts to request this data within specified timeframes

• Requires guardians and conservators to disclose in initial petitions and report within 30 days of occurrence any professional license denials/suspensions/revocations, civil liability judgments involving fraud or misappropriation, bankruptcy filings, criminal convictions, and protective/restraining orders

• Removes requirements that annual reports include historical background study information and instead creates new event-based reporting obligations for guardians and conservators to disclose disciplinary and legal actions affecting their qualification to serve
