Establishes the "Achievement and Integration for Minnesota" program to promote racial and economic integration, increase student academic achievement, and close opportunity gaps in Minnesota public schools.

Requires eligible school districts to develop comprehensive long-term plans including in-school practices, family engagement, professional development, and college/career readiness programs with specific goals for reducing achievement disparities among racial and ethnic groups.

Eligible districts must hold public hearings by March 1 biennially to report progress using longitudinal data on student growth in reading, mathematics, writing, and measures such as adequate yearly progress and school safety.

Creates achievement and integration revenue funding for eligible districts based on per-pupil units and enrollment of protected students, with 70 percent distributed as state aid and 30 percent as local levy.

Requires at least 80 percent of revenue to fund direct student services including integrated learning environments and family engagement, with up to 20 percent for professional development and administrative costs.
