Expands murder in the first degree statute to include intentional killings of prosecuting attorneys, judges, and commissioners of corrections engaged in official duties, in addition to existing peace officers and correctional guards.

Defines "prosecuting attorney" as attorneys with criminal or civil responsibilities who are the attorney general, county/city attorneys, or their deputies and assistants.

Defines "judge" as judges or justices of any court established by the Minnesota Constitution.

Extends assault with deadly force penalties to prosecuting attorneys and judges, imposing mandatory sentences of 10-20 years with no eligibility for probation, parole, or work release.

Includes prosecuting attorneys and judges in assault statutes against correctional employees, establishing felony penalties of up to two years imprisonment or $4,000 fine.

All provisions effective August 1, 2014, applying only to crimes committed on or after that date.
