Increases state aid for developmental screening: $75 to $150 for age three; $50 to $100 for age four; $40 to $80 for age five-six; $30 to $60 for kindergarten enrollment screening, effective fiscal year 2014 and later.

Allows school districts to provide bus transportation for pupils in postsecondary enrollment options programs along existing routes when space is available, and permits transportation for pupils in articulated programs between school districts and postsecondary institutions, effective July 1, 2013.

Permits students between ages 21-22 (fiscal years 2014-2015) and 21-23 (fiscal years 2016 and later) to continue attending contract alternative programs if they have limited English proficiency, less than eight years of prior education, and can complete graduation requirements by age 23.

Allows school districts to provide transportation to siblings of homeless students transported under existing provisions when siblings attend the same school, effective July 1, 2013.

Extends St. Paul Independent School District No. 625's bonding authority to issue up to $15,000,000 in general obligation bonds annually for school facility acquisition or improvement, removing the previous 2008-2016 calendar year limitation, effective July 1, 2013.
