Establishes an advisory task force to recommend ways to increase K-12 teachers with master's degrees in content areas related to their teaching assignments or licensure fields.

Commissioner of Education appoints and convenes the task force with representatives from Education Minnesota, University of Minnesota, Department of Education, Board of Teaching, Minnesota Private College Council, Office of Higher Education, Minnesota Parent-Teacher Association, State Colleges and Universities system, and other recommended entities.

Task force members are ineligible for compensation or reimbursement for expenses and are governed by Minnesota Statutes 2012, section 15.059.

Task force must submit recommendations to the legislature's education policy and finance committees by February 15, 2014.

Task force expires on February 16, 2014; section is effective the day following final enactment.
