Establishes a career and technical education advisory task force to make recommendations to the Minnesota legislature for improving student outcomes in grades 11 to 14.

Task force must consider alignment between secondary and postsecondary education programs, alignment with Minnesota's workforce needs, and efficiency and cost-effectiveness of public programs serving grades 11 to 14.

Task force must examine how to better inform students about career options, develop individualized education and work plans, improve high school achievement, and increase postsecondary certificate, license, and degree completion rates.

Membership includes representatives from the Minnesota Association of Career and Technical Administrators, Minnesota Association for Career and Technical Education, University of Minnesota, Minnesota State Colleges and Universities, state departments of Education and Employment and Economic Development, Minnesota Board of Teaching, and other selected entities.

Education commissioner must convene the task force; task force members receive no compensation and must submit recommendations to the legislature by February 15, 2014.
