Prohibits school districts from withholding grades or diplomas from students due to nonpayment of school lunch debts.

Extends the existing ban on denying student rights or privileges for nonpayment of fees to explicitly include school lunch debts.

Prohibits school districts, charter schools, nonpublic schools, and other national school lunch program participants from discriminating against or stigmatizing children eligible for free or reduced-price lunch.

Prohibits denial of lunch to students eligible for reduced-price lunch who lack sufficient funds to pay or have unpaid school lunch debts.

Section 1 becomes effective the day following final enactment; Section 2 becomes effective July 1, 2013.
