Replaces "harassment" with "stalking" throughout statutes related to victim notification, arrest procedures, and bail hearings for crimes involving domestic abuse and stalking offenses.

Classifies data on victims requesting notification of an arrested or detained person's release as private data accessible only to the victim, for both automated notification systems and custodial authority notices.

Requires law enforcement to make reasonable good faith efforts to notify victims orally before release of arrested persons charged with domestic abuse or stalking, including release conditions, time of release, and next court appearance information.

Directs the Department of Public Safety to convene a working group by August 1, 2013 to study how restitution is requested, ordered, and collected in Minnesota, with a report due to the legislature by January 15, 2015.

Adds stalking (section 609.749, subdivision 2) to the definition of "violent crime" for purposes of victim rights provisions.
