Changes Minneapolis School Board composition from seven directors to nine members: six elected by district and three elected at-large, effective the day following final enactment.

Requires school board to designate election districts by number with three odd-numbered and three even-numbered districts, with districts composed of equal population and compact, contiguous territory.

Allows election districts to correspond to Minneapolis Park Board districts or use different boundaries, and permits members to continue serving until term expiration when districts are redrawn following a census.

Authorizes the school board to remove any board member or officer for proper cause by majority vote at a meeting where the charged member receives notice of reasons for removal and opportunity to be heard in defense, effective January 1, 2014.

Repeals Minnesota Statutes 2012, section 128D.14, effective January 1, 2014.
