Safe and Supportive Minnesota Schools Act

• Requires school districts and schools to adopt and implement policies prohibiting student bullying, cyberbullying, harassment, and intimidation, with emphasis on remedial and restorative responses rather than punitive measures.

• Mandates districts and schools designate a staff member as primary contact for reports, conduct investigations within three school days, and collect annual data on incidents and remedial responses for state reporting.

• Establishes a School Climate Center at the Department of Education to provide technical assistance, evidence-based resources, and training to help districts and schools create safe and supportive learning environments.

• Creates a multiagency School Climate Council with representatives from state agencies, educational organizations, law enforcement, and the judicial branch to develop prevention standards and disseminate resources on bullying and school safety.

• Requires professional development for school personnel on preventing and responding to prohibited conduct, and authorizes grants to districts and schools implementing safe and supportive school programs.
