Prohibits school administrators from placing a student in consecutive school years in the classroom of an "unsatisfactory" teacher, effective for the 2016-2017 school year and later.

Requires teacher evaluation processes to be based on professional teaching standards, including value-added assessment models (35 percent of evaluation), student engagement data, peer review, and summative evaluations by qualified administrators.

Establishes a three-year professional review cycle for teachers that includes individual growth plans, peer review processes, and professional learning communities.

Requires schools and districts to provide improvement support to teachers not meeting professional standards with established goals and timelines, and allows discipline including termination for inadequate progress.

Authorizes the commissioner to request superintendent release of private personnel data to ensure school administrators comply with the prohibition on placing students with unsatisfactory teachers in consecutive years.
