Establishes a grant program to help school districts reduce caseloads for student services personnel (school counselors, psychologists, nurses, social workers, and chemical dependency counselors) that exceed professional recommendations.

Prioritizes funding for districts lacking student services teams entirely, missing specific team member positions, having unfunded positions, or with caseloads exceeding 150 percent of professional guidelines.

Requires grant recipients to match state funding with new district funding for a two-year period, or repay the grant to the Department of Education.

Mandates school districts receiving grants report annually by July 31 on the impact of student services teams on student academic, career, personal, social, and mental health outcomes.

Appropriates $20,000,000 for fiscal year 2014 and $20,000,000 for fiscal year 2015, with any first-year balance carrying forward to the second year.
