Expands the Statewide Radio Board's authority to oversee planning, implementation, and maintenance of the ARMER (Allied Radio Matrix for Emergency Response) system and updates it to address latest emergency communication technologies.

Allows the Statewide Radio Board to elect to become a Statewide Emergency Communication Board with responsibility for statewide 911 coordination, NG911 implementation planning, system standards, and other emergency communication networks including public safety broadband.

Permits federally recognized Indian tribes to be incorporated into regional radio board joint powers agreements upon approval by participating governing bodies and the tribe's governing body.

Authorizes regional radio boards to elect to become regional emergency communication boards by amending their joint powers agreement to include 911 service coordination responsibility, with development of regional NG911 implementation plans and technical standards.

Modifies the Statewide Radio Board's advisory committee structure to allow establishment of one or more advisory groups addressing statewide interoperable public safety communications, including a new 911 operations and technical committee if the board becomes an Emergency Communication Board.
