Amends the Medical Practice Act to add the National Board of Osteopathic Examiners as an acceptable examination option and establishes that applicants taking the College of Osteopathic Medical Licensure Examination (COMLEX) must pass all three steps within six attempts.

Changes requirement for in-person appearance before the Board from mandatory ("shall") to optional ("may"), allowing applicants to make arrangements with the executive director to appear in person or through other means.

Establishes a new diversionary program under section 147.0911 allowing licensed physicians unable to practice safely due to illness, substance use, or mental/physical/psychological conditions to participate in the health professional services program if eligible.

Creates new section 147.61 defining Board oversight responsibilities for allied health professions including physician assistants, acupuncture practitioners, respiratory care practitioners, traditional midwives, naturopathic doctors, and athletic trainers.

Clarifies that osteopathy board members must hold at least one position and modifies the scope and purpose language of the Medical Practice Act.
