Defines "recognized industry trade journal" as a printed or digital publication containing building and construction news of interest to contractors in Minnesota, or that publishes project advertisements and bids in its regular course of business.

Authorizes local government councils to publish competitive bid advertisements for improvement projects in a recognized industry trade journal in addition to newspapers.

Allows publication in a recognized industry trade journal as an alternative to newspapers when estimated project costs exceed twice the threshold amount specified in Minnesota Statutes section 471.345, subdivision 3.

Requires the revisor of statutes to identify all Minnesota Statutes sections requiring political subdivisions to publish bid advertisements in official newspapers that conflict with section 331A.03 and submit a report to legislative committee chairs by January 15, 2014.
