Commissioner of Education must select computer-based adaptive assessments to measure student achievement and growth for No Child Left Behind Act compliance, state accountability waivers, and Minnesota's statewide testing system.

Selected assessments must be aligned with Minnesota standards, use consistent scale scores across multiple grades, have been adopted by districts serving at least 5 percent of Minnesota K-12 students, and support growth or value-added school evaluation models.

High school assessments must align with college entrance requirements.

Commissioner must report assessment results showing growth trends over time for students in four performance categories: above grade level, at grade level, approaching grade level, and significantly below grade level.
