Allows school districts to publish official meeting minutes on their website as an alternative to publishing in the official newspaper, with publication required within 30 days of the meeting.

Districts choosing newspaper publication may still publish only a summary of proceedings if the board determines it adequately informs the public.

Requires school boards to post budget information, revenue, expenditures, and fund balances on a conspicuous place on the district's official website with a link to the school report card.

Requires districts to publish an annual notice in the official newspaper listing the website address and stating that budget information is available online, rather than publishing a full summary in the newspaper.

Both amendments are effective July 1, 2013.
