Replaces "joint agreement" with "meet and confer process" consistent with section 179A.07, subdivision 3 for developing teacher evaluation and peer review processes between school boards and exclusive representatives of teachers.

Changes implementation requirement so that if a school board does not implement an annual teacher evaluation process after meeting and conferring, both parties must implement a default plan developed by the Department of Education.

Applies to both continuing contract and probationary teachers across Minnesota public schools, establishing a three-year professional review cycle including individual growth plans, peer review, and summative evaluations.

Requires teacher evaluations to allocate 35 percent of results to student growth measures using value-added assessment models where available and state or local measures where not available.

Becomes effective the day following final enactment for both amended sections of Minnesota Statutes.
