Allows judges to exempt certain nonviolent offenders from predatory offender registration requirements when sentencing or upon future petition.

Applies only to violations of Minnesota Statutes section 609.344, subdivision 1, paragraph (b), or offenses arising from the same circumstances.

Judge may grant exemption only if the complainant was at least 15 years old at the time of the offense, the offender was no more than 48 months older than the complainant, and the offense did not involve predatory or stalking conduct.

Requires judges to review the complaint or petition, the person's prior criminal record, and the presentence investigation before making a determination.

Takes effect August 1, 2013, and applies to persons registered or required to register as a predatory offender on or after that date.
