Districts must notify students and parents/guardians when unlicensed personnel provide school counseling services instead of licensed school counselors.

School counselor candidates may still provide counseling services as part of approved preparation programs under supervision of licensed school counselors.

School counselors cannot be placed in positions that impair their ability to perform duties within the scope of practice defined in Minnesota Rules, part 8710.6400.

School personnel assigned administrative, disciplinary, or other functions typically performed by licensed principals or administrators must be identified as administrative positions in staffing reports, regardless of their licensure.
