Changes marriage definition from "a man and a woman" to "two persons" to allow marriage between persons of the same sex.

Removes prohibition on same-sex marriage and voids previous language declaring same-sex marriages recognized by other states as void in Minnesota.

Adds religious exemption allowing religious organizations to refuse solemnizing marriages and to deny goods, services, facilities, or accommodations related to marriage solemnization based on religious beliefs.

Prohibits fines, penalties, or civil liability against clergy or authorized persons who refuse to solemnize any marriage for any reason.

Amends gender-specific language throughout marriage and dissolution statutes to apply neutrally to married couples regardless of sex or gender.
