Requires all 911 public safety answering points to provide emergency medical prearrival instructions to callers reporting cardiac arrest, respiratory arrest, uncontrolled bleeding, or shock, effective January 1, 2014.

Allows jurisdictions to provide medical instruction services directly or through agreements with hospitals, advanced life support providers recognized by the Emergency Medical Services Regulatory Board, or other nationally recognized emergency medical dispatch providers, with service providers accessible by single button telephone transfer.

Permits use of existing 911 fund allowable expenditures to cover all costs associated with providing prearrival emergency medical instructions.

Establishes mandatory registration of automatic external defibrillators (AEDs) intended for public use with local law enforcement authorities within five working days of acquisition, with registration information including device specifications, location, maintenance contacts, availability schedule, and physician oversight information.

Sets operational and maintenance standards for public access AEDs including quarterly inspections, mandatory backup electrode pads and charged batteries with expiration date tracking, inspection authority for registration authorities, and requires AED owners to develop emergency response plans; violation is a misdemeanor after written warning and five business day cure period.
