Amends scrap metal dealer regulations to require dealers to create permanent written records at time of purchase including vehicle identification numbers, license plate numbers, seller information, and a signed statement from individual sellers attesting the metal or vehicle is not stolen and free of liens.

Establishes "aged vehicle" definition as vehicles with manufacturer model year 17 or more years old (excluding collector and restored pioneer vehicles) and allows dealers to purchase aged vehicles without requiring certificate of title or documentation.

Creates new "affidavit of salability" procedure allowing persons with abandoned vehicles or faulty titles to obtain affidavits from law enforcement agencies as alternative authorization for recycling or dismantling in lieu of certificate of title.

Reduces reporting timeline for dealers purchasing older model vehicles from 30 days to 15 days and requires dealers accepting affidavits of salability to report within one business day; requires dealers to maintain certificates of title for three years before destruction.

Modifies investigative hold procedures for suspected stolen property or evidence, changing hold duration from 90 days to 30 days, requiring written confirmation within 72 hours, and allowing law enforcement to confiscate items under written order; requires law enforcement to enter theft complaints into criminal alert network within 24 hours.
