Amends Minnesota Statutes section 127A.70 to require the Office of Higher Education and Department of Education to improve and expand the statewide longitudinal educational data system under direction of the P-20 Education Partnership Longitudinal Data System Governance Committee.

Requires the expanded system to provide authorized officials with access to student-level data and summary reports, link data to instructional management tools, enhance high-school-to-postsecondary reporting, and establish a public internet interface for nonconfidential performance data.

Mandates the system to provide research and reports to the legislature for program evaluation, establish evaluation systems for teacher and administrator preparation programs using student academic growth, and evaluate relationships between education programs and employment outcomes.

Requires the P-20 Education Partnership to submit an annual report by January 15 to the governor and relevant legislative committees summarizing progress toward partnership goals and identifying needed legislation.

Appropriates unspecified amounts from the general fund for fiscal years 2014 and 2015 to the Department of Education, Office of Higher Education, and Department of Employment and Economic Development for operating the longitudinal data system, including funding for a full-time director appointed by the Governance Committee.
