Amends Minnesota Statutes section 179A.03, subdivision 14 to expand the definition of "public employee" to include replacement teachers and faculty members employed for more than 60 working days (changed from 30 days).

Replacement employees hired by school districts or Minnesota State Colleges and Universities to replace absent teachers or faculty members who are public employees become public employees themselves if employed more than 60 working days as replacements.

Exception excludes replacements at the Twin Cities metropolitan area university and those providing noncredit community services or community education instruction.

Effective date is July 1, 2013.
