Establishes a 12-month nonresidential 13th grade pilot project for unemployed or underemployed young adults not enrolled in postsecondary education and lacking defined career pathways, focusing on academic, technical, and soft-skill development.

Requires the Commissioner of Education to develop a one-year pilot with at least one site operated by the Minneapolis Urban League, with site selection by December 1, 2013.

Mandates pilot sites accept 50 young adult participants each through community-based referrals, conduct assessments at 3, 6, 9, and 12-month intervals, and provide wrap-around services including physical and mental health referrals.

Allows participants to exit the program once desired skills are achieved based on individualized assessment results.

Requires pilot sites to report outcomes to the Commissioner by February 1, 2015, including number of participants served, program length, career pathways chosen, and National Career Readiness Credential assessment results, with Commissioner reporting to legislature by March 1, 2015.
