Modifies the criminal justice data communications network to provide secure access to Bureau of Criminal Apprehension systems and services rather than just interconnecting agencies.

Expands "criminal justice agency" definition to include federal agencies and those serving the state from offices outside Minnesota.

Authorizes county sheriffs and police chiefs to conduct criminal history checks on employment and licensure applicants with informed consent, without disseminating the data beyond the law enforcement agency.

Establishes minimum security standards and background check requirements (fingerprint-based state and national checks) for criminal justice and noncriminal justice agencies accessing the secure network.

Modifies fire department background check procedures to require Minnesota criminal history checks on all applicants and national checks for those with less than five years in Minnesota residency.
