Grants adopted persons age 18 and over the right to request and receive noncertified copies of their original birth records from the state registrar, effective January 1, 2014.

Establishes that original birth records of adopted persons become public records 100 years after the adopted person's birth.

Allows specified relatives of deceased adopted persons (surviving spouse, lineal descendants, adoptive parents, and siblings) to request original birth records on behalf of the deceased.

Lowers the age requirement from 19 to 18 years old for adopted persons to access adoption-related services including social and medical history, genetic sibling information, and counseling services.

Repeals provisions requiring birth parents to file consents or affidavits with the state registrar to control disclosure of original birth record information, establishing automatic access rights instead.
