Expands ignition interlock device program to include persons convicted of criminal vehicular operation violations under section 609.21, subdivisions (2) through (6), requiring verification of device use before reinstatement of driving privileges.

Establishes driver's license revocation periods for criminal vehicular operation offenses ranging from 2 to 10+ years based on severity of harm and number of qualified prior impaired driving incidents.

Creates new section 171.187 for license suspension of persons with probable cause or formal charges for criminal vehicular operation or manslaughter, with suspension continuing until conviction, acquittal, or dismissal.

Allows participants in both original and expanded ignition interlock programs to drive employer-owned vehicles not equipped with interlock devices during normal employment duties with employer's written consent.

Prohibits issuance of limited licenses to persons whose licenses were suspended or revoked due to criminal vehicular operation DWI-related violations.
